Values are calculated and provided every year by the European Environment Agency based on data reported by Member States.

The methodology to calculate value at EU27 level is being consolidated and may consequently change in the future due to methodological updates. The contribution of the nationally protected areas to the target is to be confirmed.

Subtarget 1.3: Build a truly coherent Trans-European Nature Network integrating ecological corridors on land
Indicator 1.3.1: Natural area connectivity on land

This indicator measures the average proportion of connected natural area on land within a local neighbourhood of approximately 50 km2 at EU27 level, based on a reclassification of land cover classes in natural and non-natural areas. It considers both average connectivity within the natural area of the EU27 countries (FAD) and average connectivity within the overall area of the EU27 countries (AVCON). Values are calculated and provided every 2 years by the Joint Research Centre.

EU NATURE RESTORATION PLAN

Strengthening the EU legal framework for nature restoration

Target 4: Legally binding EU nature restoration targets to be proposed in 2021, subject to an impact assessment. By 2030, significant areas of degraded and carbon-rich ecosystems are restored. Habitats and species show no deterioration in conservation trends and status; and at least 30% reach favourable conservation status or at least show a positive trend.

Indicator 4.1.1: Common bird index by type of species

This indicator is a multi-species index measuring changes in population abundances at EU level of a selection of common bird species associated with specific habitats (n=168). Three groups are represented: common farmland bird species (n=39), common forest bird species (n=34), and all common bird species (n=168, including farmland and forest species).The three indices give estimated bird numbers relative to the reference year 1990, when their value is set at 100. Values are calculated every year by the European Bird Census Council through the Pan-European Common Bird Monitoring Scheme programme, based on data from citizen science, and further provided by Eurostat.

The values for the indicator are calculated using 1990 as year of reference.

Target 5: The decline of pollinators is reversed.
Indicator 5.0.1: Grassland butterfly index

This indicator is an index measuring changes in population abundance at EU level of 15 grassland butterfly species, using 1991 as reference year. Values are calculated every year by the European Butterfly Monitoring Scheme partnership, distributed by the European Environmental Agency, and further provided by Eurostat.

The values for the indicator are calculated using 1991 as year of reference.

Indicator 7.0.1: Share of agricultural area under landscape features

This indicator measures the percentage of agricultural area, by Member State and at EU 27 level, covered by landscape features. It considers as landscape features small non-productive elements within agricultural landscapes, providing support for biodiversity and the supply of ecosystem services. It includes several non-productive elements of European agricultural landscapes, such as hedges, ponds, ditches, trees in line or in-group or isolated, field margins, terraces, dry-stone or earth walls, springs or historic canal networks. Values are calculated and provided every 3-4 years by the Joint Research Centre based on the Land Use/Cover Area frame Survey (LUCAS) landscape features module.

Values are calculated each year by the Joint Research Centre and reviewed by the Scientific, Technical and Economic Committee for Fisheries (STECF), and further provided by Eurostat.

Indicator 14.0.0.1: Biodiversity financing indicator

The indicator provides aggregate information on biodiversity-related funding in the EU mobilised through EU funds and instruments, in billion EUR at EU27 level. It has been designed to monitor the mobilization of funding from various sources to achieve biodiversity objectives in the EU and measures progress towards the €20 billion annual target set in the EU Biodiversity Strategy for 2030. It is composed of three elements: financing from EU budget funds (including NextGenerationEU), Member State co-financing for these funds, and private and public investment mobilised through InvestEU. Values are calculated and provided every year by the Joint Research Centre.

The indicator should be considered as providing information on the trend of biodiversity financing in the EU but not as a tool for comprehensive monitoring. The scope of the indicator focuses on finance for biodiversity mobilised through EU funds and instruments, for which broadly consistent data are available.
