Use this command to list the entries in the background task database:

sfltool dumpbtm

Reset the background task database:

sfltool resetbtm

The app is self contained in a bundle, you can simply remove it to the Trash. This works like most other apps. The app actually does not install or deinstall itself, but the user copies or removes the bundle to/from the Applications folder. There are other installation methods (like PKGs with installation scripts) which follow a different paradigm.

@waydabber but aside the monitorcontrol app package in the application folder are there any additional files in ~/library? usually apps have files in the application support, caches and or preferences folder? but when i'Ve searched i havent found any so far. wanted to remove everything in relation to monitorcontrol before upgrading to tahoe and moving over to betterdisplay. ('and dont wanted to open a new thread since this one is already covering the topic)

@rpkoller - you should have a preferences .plist file under ~/Library/Preferences

@waydabber ohhh i've missed that one, i tend to start skimming filenames with the com. prefix in the preferences folder but it had the app. one. entirely removed it now. thank you! also thanks for the resetting the background task database command provided in previous comments in this question. thanks again!
