Explore the findings from Global Internet Forum to Counter Terrorism (GIFCT)'s 2025 Investigators Community of Practice (ICOP), a network designed to strengthen collaboration among investigation, analytics, incident response, and trust & safety (T&S) professionals from GIFCT member companies. ICOP builds on GIFCTâs Working Group model to create a space for mutual learning between members and GIFCT staff, fostering ongoing, practical partnerships. It was a pleasure to introduce âCombatting Terrorism Online,â the second webinar in the Africa Center for Strategic Studies series on leveraging defense technologies to counter terrorism. ðð¡ï¸ Expertly moderated by Mark Duerksen, the session featured two leading practitioners who shared cutting-edge tools, techniques, and operational insights from the front lines of counterterrorism. ðFirst, MAJ ZENI Hervé, Côte dâIvoire âs Chief of Cyber Defense, outlined how his government identifies and monitors terrorist activity in the digital domain. He emphasized the critical importance of inter-agency coordination and cautioned against overreliance on technology alone. He also underscored persistent challenges in partnering with the private sector, particularly smaller, less-resourced platforms. ð¤ðNext, Dr. Erin Saltman, PhD, Senior Director at the Global Internet Forum to Counter Terrorism (GIFCT) [and formerly head of CT at Meta] highlighted the organizationâs advanced toolkits, research portfolio, and role as a bridge between governments and major technology companies. She pointed to emerging trends in online terrorist activity, including growing transnational coordination, cross-platform migration, and the increasing âgamificationâ of recruitment efforts. Dr. Saltman also noted how companies are improving AI-enabled fuzzy image matching to detect extremist content and expanding moderation capabilities in non-English languages. Global Internet Forum to Counter Terrorism (GIFCT)âs 2025 Working Group outputs and the application for 2026 Working Groups are now live! The new outputs represent months of cross sector collaboration, bringing together diverse voices to tackle the evolving challenges of terrorism and violent extremism online. GIFCTâs 2025 Working Groups convened 178 participants from 40 countries across six continents to focus on key themes at the intersection of technology and counterterrorism. From analyzing the threats and opportunities of artificial intelligence and addressing youth radicalization and mobilization to exploring opportunities to address challenges faced by GIFCT member companies, these outputs highlight actionable insights that strengthen global efforts to create safer digital spaces. Global Internet Forum to Counter Terrorism (GIFCT) Executive Director Naureen Chowdhury Fink recently spoke with the Combating Terrorism Center about GIFCTâs work at the intersections of technology and counterterrorism. Last week, the Global Internet Forum to Counter Terrorism (GIFCT) joined the United Nations community in commemorating the International Day for the Prevention of Violent Extremism through engagements focused on the intersections of TVE with online spaces and emerging technologies. GIFCT Executive Director Naureen Chowdhury Fink spoke on a panel for the event âPreventing Violent Extremism in the Digital Age: Anticipating New and Emerging Technologies Risk and Opportunities, Safeguarding Human Rights, and Empowering Future Generations.â The event, convened by the Permanent Mission of the Republic of Iraq to the United Nations and the United Nations Office of Counter-Terrorism (UNOCT), provided an opportunity to share GIFCT insights on the risks and opportunities of artificial intelligence and the implications for terrorism and counterterrorism, the importance of multistakeholder collaboration, and how human rights principles are embedded in our work. She stressed the important commitments made by GIFCT members to the principles enshrined in the UN Guiding Principles on Business and Human Rights and highlighted key findings and insights from GIFCTâs activities and Working Groups addressing AI and youth radicalization and mobilization. During her remarks, ED Fink announced the update and launch of GIFCTâs Campaign Toolkit, a free resource designed to empower practitioners and organizations pushing back against terrorism and violent extremism online. Later in the day, GIFCT Senior Lead of Membership and Programs Nagham El Karhili, Ph.D. presented recent GIFCT findings highlighting the threats and opportunities of AI in the counterterrorism landscape, and key considerations for policymakers, practitioners, and industry representatives. The event, âFrom Principles to Practice: Special Dialogue on Artificial Intelligence and Preventing and Countering Violent Extremism,â was convened in partnership between the United Nations Counter-Terrorism Centre (UNCCT) and the Permanent Mission of the Republic of Korea to the United Nations. Dr. El Karhili underscored that while AI itself doesn't create new ideologies, it changes the speed, scale, and accessibility of harm, meaning layered mitigation, real human oversight, and stronger cross-platform collaboration are more important than ever.
