About us

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate. Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis. ICAO is not a regulator. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports. In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize.   • ICAO recently concluded the eighth meeting of the Navigation Systems Panel (NSP/8), held from 26 January to 6 February 2026 at ICAO Headquarters in Montréal. The meeting's main deliverable was to draft Standards and Recommended Practices (SARPs) for Galileo Open Service Navigation Message Authentication (OSNMA), an authentication service designed to enhance the robustness of GNSS against spoofing. ICAO also published an electronic bulletin outlining the baselines of Satellite-Based Augmentation System (SBAS) authentication SARPs, enabling validation activities by interested States and international organizations. For the first time, the NSP also drafted a Ground-Based Augmentation System (GBAS) Manual, expected to be delivered by mid-2027 alongside baseline SARPs for Dual-Frequency Multi-Constellation (DFMC) GBAS. These developments in signal authentication for GNSS core constellations (such as Galileo) and SBAS, together with the forthcoming DFMC GBAS SARPs and guidance material, mark a significant step toward strengthening global aviation safety, capacity and efficiency, while advancing ICAO's GNSS RFI roadmap.

  • International air law treaties provide the legal foundation for safe, secure and sustainable global aviation. ⚖️ Upholding this foundation requires States to advance ratification and ensure effective implementation. The 2026 Air Law Treaty Workshop, taking place from 25-27 February in Dar es Salaam, United Republic of Tanzania, brings together legal experts and aviation stakeholders to exchange knowledge and best practices. Hosted in collaboration with the TANZANIA CIVIL AVIATION AUTHORITY(TCAA), the workshop also provides a platform to address challenges, strengthening the rule of law in international civil aviation and supporting the orderly growth of air transport worldwide.

  • 🛫 The Hong Kong International Aviation Academy (HKIAA) has made a new contribution to ICAO's global training ecosystem, while also strengthening its own in-house expertise. Recently, HKIAA developed and launched a new Member ICAO Training Package titled "Conducting a cursory review of competency-based training course materials," while also qualifying two new ICAO Qualified Course Developers.
